White Bay Power Station, Rozelle
Revitalising the iconic heritage site
The White Bay Power Station has undergone a Review of Environmental Factors (REF) to enable its activation for a diverse range of events and activities. These include arts and cultural partnerships, large-scale ticketed events, commercial filming, community gatherings, and private hire functions.
The first major activation was Biennale 2024, a prestigious international contemporary art exhibition.
Facilitating temporary and long-term activation
PDC Consultants was engaged by Placemaking NSW to provide traffic and transport engineering services to support the site’s temporary activation for Biennale 2024 and its more permanent, long-term activation for future use.
Traffic management for Biennale 2024
Our initial task involved preparing a special event Traffic Management Plan for Biennale 2024. This plan assessed the event’s anticipated impacts on traffic and coordinated responses with Government agencies to mitigate disruptions. Key deliverables included:
- Temporary traffic management measures and Traffic Guidance Schemes.
- Design of traffic and parking areas for buses, taxis, and cyclists in the forecourt.
- Extensive collaboration with Government agencies to ensure seamless event execution.
Ongoing activation through a Transport Management and Accessibility Plan (TMAP)
Following the Biennale, PDC Consultants developed a Transport Management and Accessibility Plan (TMAP) for the site’s continued use. This plan introduced a categorisation system to classify future events, enabling their assessment against predefined criteria. This approach ensures efficient planning and transport solutions tailored to the specific demands of each activation.
