Sydney’s third CBD
The Liverpool City Centre Public Domain Master Plan is Council’s 10-year vision to guide the development of public space and pave the way to a greener, more vibrant and active city centre while fostering an 18-hour economy.
Wider footpaths, dedicated cycleways, more street trees and vegetation, public art, better furniture, pedestrian lighting and new paving materials are among the improvements suggested in the plan that will improve accessibility and amenity.
Ensuring pedestrian safety and driver amenity
PDC Consultants was engaged to prepare a suite of Transport Impact Assessments in support of proposed streetscape upgrades forming part of Liverpool City Council’s Public Domain Masterplan. The works were split across three key corridors in the Liverpool CBD — Macquarie Street, Memorial/Scott Street, and Railway Street — and included kerb extensions, widened footpaths, raised thresholds, new pedestrian crossings, landscaping, cycleways, and revised kerbside parking arrangements.
Design excellence and smooth traffic flow
Each report evaluated pedestrian comfort, footpath widths, traffic calming elements, changes to vehicle access and parking supply, and impacts on traffic performance. SIDRA Intersection modelling confirmed that the reduced lane configurations continued to operate satisfactorily, and public transport operations were largely unaffected. Spatial Level of Service (LOS) was assessed using the AITPM and Walking Space Guide methodologies, with compliance generally achieved. Streetscape improvements were shown to enhance active transport safety, accessibility, and amenity while maintaining efficient vehicle circulation. The proposals were supported on transport planning grounds.
