Paul Corbett
Director
Paul is an experienced transport engineering consultant having worked in the industry since 2011.
As the Director of PDC Consultants, Paul leads a team of transport engineers and planners dedicated to delivering innovative and practical solutions for property development and infrastructure projects throughout Australia across both the private and public sectors.
Paul believes a collaborative approach will always deliver the best possible outcome. Paul combines technical expertise with a deep understanding of regulatory framework and industry best practices, ensuring great outcomes for clients and the community.
Paul has extensive experience as an expert witness in the NSW Land and Environment and Supreme Courts representing private clients and local and state government bodies. This has allowed Paul to develop strong relationships throughout the industry which is invaluable for delivering successful outcomes for all projects, big and small.

Ben Midgley
Principal Transport Engineer
Ben has been a traffic and transport engineer and planner since 2012 and has substantial and varied international experience in engineering, modelling, and project management for public and private sector clients. This experience has led to his recognition as a Chartered Professional Engineer (CPEng) with Engineers Australia.
Having spent the first part of his career working in London on major transport schemes such as the flagship Cycle Superhighway, he immigrated to Australia where he has worked on large infrastructure projects for local government and the private sector, most notably the WestConnex motorway upgrade scheme and Easing Sydney’s Congestion program.
Ben has taken a keen interest in transportation modelling which forms the bedrock of his experience, resulting in him leading the microsimulation modelling offering in his United Kingdom office before joining his expertise with colleagues and continuing his exposure to such work in Sydney. This is supplemented with extensive traffic engineering and design experience from feasibility through to detailed design and delivery stage.
Ben has experience working as an expert witness in the NSW Land and Environment Court, having represented respondents and applicants on a range of matters across the State.

Hayden Calvey
Principal Transport Engineer
Hayden is an experienced transport engineer who has worked in the traffic engineering and transport planning industry since 2011. His portfolio includes a wide range of state infrastructure projects, local developments, and strategic transport planning initiatives.
Through Hayden’s various project experiences, he brings a unique and varied skill set with a focus on traffic engineering and transport planning. His most notable projects through the course of his career have been Westconnex M4 Incident Traffic Management Plans, Cambridge Avenue Extension Transport Modelling, Merimbula Movement and Place Strategy, Lane Cove Council Parking Strategy and Road Safety Audits for Ventia’s Transport for NSW Maintenance Contract.
Hayden contributes significantly to project delivery within the team through demonstrating leadership skills and supporting senior management. Hayden is well versed in applicable Australian Standards, State Policy and Guidelines and Austroads publications with the ability to provide informed technical advice to ensure the best outcomes for the client and project needs.

Julius Boncato
Senior Transport Engineer
Julius is an experienced transport engineer who has worked in the field of traffic engineering and transport planning since 2017. He has contributed to numerous projects across New South Wales and Queensland, covering a diverse range of land uses and scales within both the private and public sectors. This broad project experience enables Julius to provide principled and well-informed advice. Notable projects he has worked on include Winter Sports World, Big Bear Village, Jerrabomberra High School, and Norwest Quarter.
Julius is an effective communicator and demonstrable experience in applying relevant Australian Standards, Local and State Government policies, Austroads publications on all technical assessments he undertakes. Julius is also a skilled user of AutoCAD, Vehicle Tracking, RapidPlan and SIDRA Traffic Modelling software.

Frequently asked questions
Do I need an assessment of transport and traffic to accompany my Development Application to Council?
In short: yes, Councils will require some form of transport and traffic assessment be undertaken as part of any Planning Proposal or Development Applications. Such an assessment evaluates how a development would affect all modes of transport, including public (bus and rail), active (walking and cycling) and private (cars and trucks). Local Councils and State Government are responsible for the safe and efficient management of transport networks. Land use developments generate person and vehicle trips, and the potential impacts need to be assessed to the satisfaction of the consent authority for it to make its determination.
How long does it take you to prepare a transport assessment?
This depends a lot on what you are proposing, specifically the size and scale of your proposed development. For smaller developments, such as a residential dwelling or small multi-unit development, a transport assessment might only take a few weeks. For larger developments, such as a large scale mixed-use precinct, it might take months to collect all necessary data and undertake the assessments necessary.
Council has approved my Development Application – what happens next?
Typically, your Development Application consent would be accompanied by a list of conditions which must be met in building and operating your proposed development. We can help here by offering the range of post-Development Application services you require, from design coordination with the project team and preparation of a design compliance statement for Construction Certificate, through to visiting the site once it’s been built and offering our sign-off for an Occupation Certificate.
